Removal of Obsolete Section 8 Rental Assistance Certificate Program Regulations This final rule removes from regulations obsolete references to the Section 8 Tenant-Based Rental Assistance Certificate program (Certificate Program). In accordance with Executive Order 13563, “Improving Regulation and Regulatory Review,” HUD reviewed its regulations to identify regulations that are “outmoded, ineffective, insufficient or excessively burdensome.” Following its review, HUD determined that the Certificate Program regulations are obsolete and unnecessary because they govern a program that has been consolidated into another program, the Housing Choice Voucher (HCV) program. Affordable Housing Clarifications in MAP Guidance HUD recently issued the following memo regarding a new series of initiatives to support affordable housing production and financing. These initiatives include operational changes and clarifications of existing policies, as well as the Multifamily Accelerated Processing (MAP) Guide.

Memo to Affordable Housing Partners from HUD Regarding the Multifamily for Tomorrow (MFT) The U.S. Department of Housing and Urban Development (HUD) undertook an initiative in Multifamily last year known as “Multifamily for Tomorrow” (MFT). One of the components of the transformation of Multifamily involves consolidation and streamlining of systems and delivery methods, click the above link.

Notice of Program Eligibility for HUD Assisted and Insured Housing Programs for
All People Regardless of Sexual Orientation, Gender Identity or Marital Status as Required by HUD’s Equal Access Rule
As a result of increased authority granted to HUD in the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235, approved December 16, 2014) (FY 2015 Appropriations Act) to convert public housing and moderate rehabilitation (Mod Rehab) program assistance under the first component of RAD for a total of 185,000 units, HUD will review all applications on the waitlist and begin issuing CHAPs in accordance with this notice to maximize the effectiveness of the proposed conversion of assistance. Effective Date: February 9th 2015 – Notice of Fiscal Year (FY) 2015 Annual Adjustment Factors (AAFs) AAFs established by this Notice are used to adjust contract rents for units assisted in certain Section 8 housing assistance payment programs during the initial (i.e., pre-renewal) term of the HAP contract and for all units in the Project-Based Certificate program.
